Looks like the crazy version of ALBANIA being, in fact, ALUBANIA, makes sense. In the famous Primary Chronicle (Повесть временних лет) manuscript the country is mentioned as 

А Л Ъ В А Н Ь ІА

The 'Ъ' letter used to be a vowel. Many think it had previously meant [O]. If so, we end up having

А Л О В А Н Ь ІА

or, with A as the Phoenician definite article

А - Л О В А Н Ь ІА
